API Format locale

From Openprovider API documentation

Any locale as listed on http://demo.icu-project.org/icu-bin/locexp can be inserted as a string.

As examples: nl_BE for Dutch (Belgium) nl_NL for Dutch (Netherlands) en_GB for English (United Kingdom)
